It's either take Lucio with his AOE heal and movespeed boost, or pick one of two heroes that can only heal single targets or Symmetra who is pretty much a shit amalgamation of other, better heroes.
If you discount the fact that defense heroes have higher winrates due to the fact that they are almost always picked on defense which has a statistically higher chance to win across all maps, Lucio has the highest winrate.
He is unarguably the best support. The other three aren't terrible and offer compelling gameplay but if your team is missing a support Lucio is really the only option purely if your interest is in winning. He is just better than the other three.

Symmetra isn't a support in any real sense, she's a defense hero, and a damn good one.
I think I've won most of the rounds I've played as Lucio. Having a Lucio is a good omen.
He's also great for getting environmental kills since his blowback attack works great on those defense maps with cliffs right next to defense area

torby's turret is heaps better than symmetra's sentries; at lvl1 the torbturret can spit mean damage at long range whereas you've gotta take time to prepare sentries which get wrecked in one hit and don't output a whole lot of damage, serving as more of a distraction. you can give your team shields for a net HP increase of 125 but compared to a single +75 armor pack from torby that ain't a whole lot. the teleporter is the only real reason i pick, and even then it's just at phase 1 where the trek to the point is pretty long.
Only reason to get Symmetra over someone else is the teleporter.

Symmetra's pretty damn good at locking down chokepoints, granted you don't bundle up turrets like a fool. Her weapon's not bad too. Her beam can do tons of damage while her orbs can be charged and spammed at a single entrance (which is especially great against Reinhardt because her orbs pass through his shield).
Maps like Hanamura and Volskaya are where she absolutely shines imo. I wouldn't call her a shit hero at all, just a very situational one. She definitely needs to be moved out of the Support category though.

I've seen mercy's completely flip games with her revive, plus faster healing rate pleases me more. I've died so many times due to the slow heal rate of lucio. If you have a good team that can protect their mercy, that team will win over a team with a lucio any day. Also, AOe means nothing if one or two heros are getting hurt at a time.
Same goes for Zenyatta. A good zenyatta can decimate anyone with his discord orb and someone to help him follow up, though he's really the only hero on support that could use a buff. People really don't realize how much extra damage the discord orb does.

people are just bad at symetra
I'm a huge fan of Symmetra and play her on almost every defense map. Took a while to know how to correctly play her, but when I got the hang of it, it was damn satisfying. It sucks that she's so underappreciated, because she can make a huge difference in winning or losing. Lucio is among my favorites as well.
Symmetra's fine but i play her extremely aggressively, holding down chokepoints with her orbs and hidden turrets and hiding Teleporters close to the points. Lucio is fantastic though, he doesn't really have many downsides imo. Fast, can be faster, autoheal AoE and can accelerate that, crazy wall mobility, a knockback, pretty appreciable damage with headshot potential and a crazy good ult. And the Ribbit skin, auto 10/10 right there.
I think Symmetra would be better off if the dumb tiny shield function were removed and some kind of healing ability for E instead. Maybe healing turrets, dispenser style?

if her entire support gimmick is a 25 hp shield then it's no surprise she's the least popular hero in the game

fuck no, I love those shields. 25 permanent, free regenerating health no matter where you are on the map is a godsend for some heroes. It trades in the raw HP amount of Torb for the ability to ALWAYS have it.
That said, having both torb and symmetra at the same time is insanely nuts for your health, a 350 hp Reaper is TERRIFYING
