I think that's a fair assessment. It's way too early for any game company to dive into development for software for technology that is still deep in its own initial development phase.
It's interesting to see how they break down gaming platforms, though.
The VR market is still in gestation, but his simplified approach to development sounds kind of odd for a company that mostly releases products on specific hardware for specific target audiences
Some studios have r&d that can experiment with vr, like actually make game prototypes from the ground up. I expect sony is doing this.

He's also the CEO. They're typically more big-picture guys, not really that detail-oriented. That would be the project heads, team leads, engineering managers, that sort of thing.
