I can think of a bunch of services that do this, and I very much doubt all of them pay royalties to BT. Seems to me like they're picking on a relatively small company with a high revenue to minimise the legal resistance whilst maximising profit.

Gabes said they have some sort of killswitch if that happens that removes Steams DRM from the games.
