Here are some of my questions:
1.Is the power supply have enough power for all these parts?
2.Are these compatible?
3.Any thing missing besides CD-drive and Operating system?
4.Is the overall build good for being on a budget?
Thank you for your time.
You PSU is probably too weak for all that.

However this says technically you don't need more than 350w or so. Keep in mind upgrading in the future might require a more high end PSU. Antec is a good brand, but I just dont trust PSU's cheaper than $30 :v: In either case, I think you should be good, but someone with more experience building budget/barebones PC's should probably chime in.
Also AFAIK it's gonna be cheaper to get x2 4GB instead of x1 8GB on memmory. I picked up x2 4gb for about $35-$40 on amazon, for example (patriot brand, nothing too fancy but not chineese knock off). Only get the x1 8GB if you plan on upgrading to 16GB in the future (which would be kind of a waste at the moment) since you only have two memory slots on that motherboard and you want memory to match.
It's actually pretty decent for an absolute barebones system, I'm surprised you can get all that for about $400. I wouldn't expect to run amazing things on it but theres no doubt you can do anything you'd expect or want to do for a media center (HD movies, etc), and that'd be able to run any game on the market too (though likely anything more taxing than source engine on lower settings, while source could likely run on high/max).
