A friend of mine wants a ready made computer, because he doesn't particularly want to make it, for under £250. It needs to be able to play something like Pro Cycling manager on medium at least I'd say. What can you do? The best I could find was not good.

Well you really can't get anything good with it... 3-400£ would be the price where you can find good PC:s.

Nope, just the system itself.
could possibly find a netbook or something for that price, probably won't get any better than that though

eBay. Get a (pretty much any will do) dual core PC, and a HD 4770 or somethign and you'll ace this game I'd bet.
I'd look for used built ones, could probably find a good deal
pre-build pc's are never ever good or worth the price, build it for your friend and just let him give you the cash for it.

Never say never, the lower-end uses disgustingly cheap parts so you might find something worth of it.
Really in a 300$ there really isn't much premium
