I have a puzzling problem. Sometimes, my PC will not boot up. I turn on the PC, and it looks like its on. I mean... fans are spinning, lights are glowing, even HDDs seems to be on. But... There is no signal on the monitor and my mouse isn't lighting up. I turn it on and off several times, but it doesn't help. It just seems like it boots randomly. If i try enough times, it will boot. It's not like I keep pressing on and off for several hours. I try a couple of times. Then if it doesn't work, I unplug it and wait a while before i try again.
When it does infact boot, everything works as it should. I can play games and do everything as normal, no problems. The PC stays on until i turn it off. So that pretty much excludes everything apart from the PSU.
I'm 95% sure it's the PSU... Other than the fact that when it boots, everything works fine, there seems to be coming a low high pitched sound from the PSU when it won't boot.
My main problem is deciding if the PSU is broken, or too weak for my new GPU. The problem started after i got my GTX 460. Though my PSU should handle the graphics card. It's a 550 or 600w PSU. I forgot exactly.

When I'm able to get the PC to boot (by just trying enough times) everything is working fine. No problems in games, or anything. The problem started after i got my new GTX 460. So I have not decided if the PSU is broken, or too weak for the GPU, though my PSU should handle the GTX 460 according to its power requirements.
Edit: Oh and I forgot to mention something that might or might not be related. Sometimes when i turn off the computer, it gets stuck on "Shutting Down" the wheel just keeps going around and nothing happens. When this happens, it will not boot back up when I manually turn it off. Sometimes it happens when i boot up. It gets stuck on the windows loading screen and i have to manually shut down, which causes it to not boot back up.
Try to remove the gtx 460 and boot and see if it works?

Well I tried booting it without the cables plugged into the GTX 460, which would be the same thing pretty much. Didn't work. So I guess it's not because the PSU is too weak. But it's so weird that it will boot sometimes and that everything works fine then.

It's a cap in the psu. Buy a new one.

Capacitor. Capacitors whine when they are dieing or when they are crappy quality.
Hmm... I've listened closer and it sounds like the sound is emerging from the graphics card. From the fan area. I don't think anything is broken. It's just the fan that moves slowly when it doesn't boot up. And I know the GPU isn't broken seeing i can play for hrs on it without any problems.
