I am looking at getting a second monitor, but i have a small space to work with and not really bleeding cash right now.
I want peoples opinions on these 2 items:

Either will suffice, i just would like to know peoples preference.
I would go with the Asus, but Benq is a nice brand also.

Also, is it bad to have a monitor that is uneven? like not 19, but say 21.5" or a 23"? is it better or beneficial to have a whole number?

ok, so if i buy a 21.5", its effectively the same as a 22"?
I have a 21.5 and I can barely tell the difference from a 22. I mean you would be able to tell if they were next to eachother, but otherwise it's negligible.
