There's a similar situation in my town; Uber isn't technically allowed to operate in the city because of some ordinances written regarding taxi companies, but the taxi companies in town are apparently absolute shit and people are welcoming Uber anyway because of that. The cabbies and the city are none too happy, because cabbies are having a competitor company muscle in on their territory, and the city doesn't like companies blatantly violating the law. I suspect the laws may have been written to favor the taxi companies, though it could just very well be that the law enshrines traditional taxi-ing, which Uber doesn't seem to be.
