I've got a particularly unique keyboard that I've just finished sort of a mod on...basically, some keys I would like to use in game do not have assigned functions.
Is it possible, to anyone's knowledge, to use the bind console command to bind a SCANCODE rather than just the function of the key (like instead of "bind v noclip", put "bind 2A noclip" as an example, but that command doesn't work...maybe there's an alternate way of referencing scancodes?)

Try looking for a program that can remap keys. It may be able to make those keys useful again.
I've used Windows registry keymaps (generated by the very helpful free program Key Mapper) to map them to F13 through F20 (Windows can recognize these keys, though they don't have assigned functions for obvious reasons). Unfortunately, "bind F17 noclip" did not work, it said F17 is not a valid key.
bind them to keyboard keys you never use like p and l
