If I'm not mistaken, even if it was a government agency responsible for unmasking Tor users, and even if they had evidence that somebody from x address was doing y illegal thing, isn't it pretty much impossible to actually do anything before acquiring a warrant and claiming actual evidence that it happened from a certain machine? Even then there's some plausible deniability.

I doubt court will see a tor relay as a legit entity requiring a warrant.
