Expect the base clock to be low. If I had to guess I would suggest 3.1 or lower based on their past history with core counts of this magnitude.

3.1Ghz is considered very high for a 18 core CPU actually. As an example, the 18-core Xeons E5-2697 V4 only has a base clock of 2.3GHz.

Realistically it's probably between 2.6ghz and 2.8ghz. But how knows this is just me basing it on their Xeon line up.

Their new 10 core i9-7900X can turbo up to 4.5GHz, wouldn't be surprised if the 18core stays above 3GHz base.
