Screen gets fizzy and wavy when starting up a game

So, I've been getting this problem for a long time now but now it's happening a lot after starting up the new shadow of mordor game. Any ideas? Could it be the graphics card because all I have to do is restart the computer for it to go away. It worked the 1st few times I played shadow of mordor and it pretty much has worked for every other game I have played like cs go or other computer intensive game like metro 2034/crysis series.

I have a Sapphire 7970 3gb card btw and shadow of mordor doesn't mess up the screen if I restart my computer multiple times until it doesn't fizz.
The only time I've seen corruption like that was on an 8800 that would crash a few seconds after the corruption. I managed to chalk it down to the corrupted VRAM.
Have you checked the temps and tried reinstalling the drivers for your video card? If it's neither of those it may be some sort of GPU hardware problem.
