You know why Rockstar does it? Fucking marketing. They get to release the game twice, get to push more ads for it, sell more copies. Because even if it's just the PC version, people will still buy more Xbox and PS3 copies.

Contrary to popular belief, you can't fucking program a game on a devkit - it's only there to link between development and testing. And why would Rockstar in particular develop anywhere but the PC? Their engine runs on all platforms and actual "game" content is platform ambiguous anyway.

I believe this hurt their sales since they lose pre-orders and the launch hype. Maybe I'd buy on launch for PC when it was released, but now I would just going to wait for a steam sale.

If they will release it or not is up in the air. The Build log mentions DirectX 11 versions, why build a DX11 version if it is only on the consoles?

Even though the PC version is coming, it's still good to have more news referring to it.
Just to point out, Rockstar have never confirmed or denied a PC version, all they've said is they're not ready to talk about it.

The code is then tested on the devkit. That doesn't mean the code they're writing can actually be ran on the PC, because it can't. Not only is there a massive difference between x86 and PowerPC based code, with consoles you program more directly for the hardware, without having to worry about, for example, APIs.
