• Video converter for aspect correction

I have a video file that is a 16:9 video squashed into 4:3 format. I'd like to correct this, but the only video converter I have, SUPER, seem too convoluted for the process; there's no clear options on video width/height, and there's no way to keep things like the video and audio bitrate the same as the input. When I did try some options, I got a video double the size of the input at worse resolution with visible animated noise. Does anyone have any converter in mind? Google is doing a wonderful job at helping, and I also know of Handbrake, but that's for DVDs...
Is it for generaly viewing or editing? If it's for video I'd just run it up in VLC, right click on the image, go video>aspect ration and fiddle with them until you get it looking right.
