I don't get what that bolded bit would have anything to do with an internet connection. But can you provide more detail? Is your pc connected to your modem/router through a wire or wirelessly(Same for your laptop)?

Does your laptop run wireless? I find it strange that a laptop would get a better reception than your stationary, which I assume isn't connected to a wireless network.

Transfer speed/Bandwidth,
Bandwidth is NOT just for your internet connection.
USB 2.0's max throughput bandwidth is 480Mbit (~57MByte) per sec. Thats for all devices, and upload/download combined. the bus can only support that amount of data, per sec.
How many devices do you have on USB right now, and what sort of devices are they?
