i noticed while i was playing pubg from task manager pubg was only using 30%cpu and 40% memory and i didnt think this was pubg issue so i asked it here close the thread if wrong section

i just noticed the title its purpose was to say pubg doesn't use all pc powers
Well check your GPU usage, is that at 100%? If so, you are experiencing a bottleneck where your GPU is being used to its limit before your CPU is needed any more.
Well, is there something wrong with how the game actually plays? Because if nothing is going wrong with the game, this is normal for games and isn't a hardware issue at all.
It's not typical for a game to take 100% of CPU and 100% of memory unless your computer is [I]barely[/I] able to play it. Games don't make use of all of your CPU cores, usually, because all of the game logic is handled on one core (that is probably 100% in use) and then maybe sound and networking are handled on other cores but are pretty light by comparison.
PUBG isn't built to use every single bit of your CPU's multiple cores, and it doesn't hog all of your system's RAM. This is normal.

It's very rare for games to be designed to take advantage of all your processors, by default a program will run on a single processor only and it requires extra work to take advantage of more than one processor at once. Most games take advantage of 1 to 2 processors at most. As for memory, a game won't necessarily run any faster by using more memory so I wouldn't consider that a downside.
well i have 15fps on pubg pc specs gtx960m i7-4720HQ 16gb ram and they most weirdest thing ever i one joined game nothing special BUT i was getting 80fps but after pc restart it was back to 15fps

you need to turn your specs down, that 960m is equivalent to like a 750ti
Make sure PUBG isn't being forced to run on your Intel HD Graphics instead of the GTX 960M.
Turn your settings down to minimum. If that improves your FPS to playable levels, your settings were too high for your hardware.

The laptop bit is a bit irrelevant considering you can get laptops with full desktop 1080s in them but the card is definitely terrible. I'd say it's significantly worse than the 750ti, really. Manufacturers are still trying to offload stock of laptops with 900m series cards that are obliterated performance wise by their 10 series non-mobile cards and it's pretty horrific what price they're selling them at considering how much lower their performance/price is.
i tried chancing what graphics card i used and i set minimum settings on whit out any results
this just came to my mind my ssd is pretty full can releasing some space to my ssd help improve fps?

Probably not in any significant way, no. You might have jitters as the game loads content, but it doesn't significantly affect FPS.
