It's basically like singleplayer except with other players and fewer cars/pedestrians, though there might be more on the pc version.
People will pretty much treat it like a deathmatch game and kill you on sight, though this might be different on pc with a proper chat box and stuff
This, TW3, and MGSV will be the only games I preorder this year. I've stopped buying ubisoft games pretty much completely.

So anyone that wants it, but doesn't want to pay over $60, I'll buy it for them*. My store has it at $60. But if anyone is offering it, that has a lower store price, go to them. Or even better, don't trust random people on Facepunch and ask a friend who has it at a low price.

I bought this game for 2 different consoles (xbox died so I got the PS3 bundle) AND pro-ordered on steam, saying it's not worth $60 is very subjective. It is completely worth the full purchase price in my opinion, though I do agree since it's been out for this long and you're not buying a physical copy it should really be less, but that's their decision not ours, and it's still a very good game.
That being said, the bonuses they give you for pre-ordering aren't really worth it, I mean it's nice to have the online cash but getting that money in singleplayer is completely pointless considering by the time you get to the end of the storyline you can have over $2 billion on each of the main characters if you do missions in the right order (not spoiling anything).

Yes, your Steam account is linked to the region where you live. You could make a new Steam account on a proxy and put in a Brazilian address for your credit card, but will probably be declined and you wouldn't be able to transfer the game to your main Steam anyways.

Something to consider when buying a CD key, they wont hand them out for preloading.
Rockstar's servers are a pile of complete shit and will go offline on release day.
They will be absolutely slow as fuck and your download will very likely timeout constantly.
Did this with La Noire and Max Payne 3 when you had to use the Social Club downloader.
Also as for retail, considering the size of the game, there is a chance they wont ship the full thing on discs.

Unity's full version shipped on disks, I don't see any reason why GTA V wouldn't. Unity was about 5 disks.

Well, there is always a chance, look at the last Halo for example, game takes two discs to install but they only shipped it on one, you had to download the rest.
