Problem connection to university's wireless network

As the title states I've been having issues attempting to connect to my university’s wireless network. There are two networks but the one Im trying to connect to is the all around better one due to its speed and security, and because of the better security I am having issues connecting. It’s a certain type of secure network in which windows asks you to enter your credentials once connected in order to access it instead of just a password. According to the tutorial which the school offered a balloon is supposed to appear once the network begins to say “Validating Identity” but on my machine the balloon does not pop up and it just sits at validating identity. Does anyone know if there is a solution or work around, to access the “Enter Credentials” window without having to press the balloon button?
I’ve provided the link to the tutorial they provide just to help you guys understand what Im talking about. The exact part Im stuck on is page 6, the balloon saying “Click here to select a certificate or other credentials for connection to the network s-wisp.”

I guess no one knows a way just to access that window manually?
