My Radeon 4870 of 4 and a half years just fried yesterday, I'm looking for a replacement in the 120 dollar range. I live in the US, so I'll most likely be ordering from newegg.
My specs are,
Q9300 OC'ed to 3Ghz
8GB of DDR2 memory
with a monitor of 1920 x 1200 resolution.
EDIT:
Bumping to 150 dollars
Hardware and software would be better suited for this.

On a side note, is the 4870 already 4 years old? I have one in my old rig.

how about that? you won't have a graphical glitch every 5 minutes.
Edit: GTX 650 isn't stronger, though its a tad cheaper

Ah.. My past experiences with ATI haven't been good, graphical errors everywhere, for 3 different cards. The new stuff is probably good though.
