Hello. As I was playing Guild Wars 2 yesterday, I realize getting 20~fps is not very fun with everything maxxed, and as I like pretty pictures as I play, I figure it's time for an upgrade. I posted here a few months back and didn't follow the advice of the wonderful people who were helping me and built on a budget/without real knowledge of what I was doing.

Here's where I stand now. I'd like not to go over $500 if I can, as that is my full on maximum for this planned upgrade. I plan mostly on playing Guild Wars 2, and if what I have now is more than sufficient for getting better FPS and I'm doing something wrong software wise, please let me know as well. Most of the newer things coming out (TERA, Guild Wars 2, so on) I have sub-par FPS.

I'm pretty certain that the 550ti is an awful card. I'm also pretty certain that the problem here lies with your CPU, and you should wait for Ivy Bridge to come out and buy an i3/i5.
550Ti is worse than your current GPU afaik.
Get a new CPU and maybe Crossfire your GPU.

The HD5870 is about equivalent to a GTX570, with a HD5850 being around a GTX560 TI.
Getting a GTX550 TI would be going far backwards in performance.
5870 close to GTX570? I don't really think so. But I might be wrong
The 5870 is on par with the 570 in almost everything but DX11 performance, mostly because it has a garbage tessellation engine. The 5870 also has superior power management. It uses much less power while both idle and under load, and produces much less heat.
Upgrade your CPU/mobo and you should be golden
If you go with a Z68 board and a 2550k (no IGP, higher clock) it will be less than $400, Z77 and a 3570K will probably be somewhere around 400-500

If you're using the same hard drive(s) as before then you shouldn't have to.

Why would you have to rebuy Windows 7 when reinstalling? Just reactivate it.
