Let me give you the best advice when it comes to dating. Add her on Facebook. Because talking online is infinitely easier than talking in real life if you're shy. Plus you get to talk more, since you can talk on Facebook all the time, whereas in real life you both have to be at the same exact place at the same exact time.

14-15 so almost able to drive. Its common for 10 year olds to go to movies together in my area though.

That's a horrible Idea, DO NOT start talking to her on facebook. Yeah you will find it a lot easier to talk to her, but then what are you going to do when you see her in person? Seriously, I made that mistake before. The girl will not like you if you talk normally on facebook but when you see her you act like a mute.

You cannot legally drive in America at the age of 15, you can get your license at 16. And what girl is going to like a guy that only talks to her on facebook? You can't have a relationship based off conversations on facebook alone, you have to actually communicate and do things together in person, otherwise it is not a relationship.

Just walk up to her and be like "hi, I'm Nick, are you new here?" then she's like "yes" and you're like "oh, me too."
As someone else said, talk to her over Facebook, it's not as un-nerving and honestly you don't want to look like a fucking pussy when introducing yourself to her. Just don't ask her directly for her Facebook account, just look through mutual friends or search her name. Start by having polite conversations to her every day and soon you might get things rolling. Oh yeah about things to talk about, I can't really help because I don't know what you two have in common (and you should look for things throughout your first convos) just don't go nerdy and talk about games or politics or shit like that even if she does mention she would own something like a DS or likes a certain politician, at least make sure she's comfortable in those subjects and start slowly. But definitely make sure you talk to her alot in person, and don't be awkward.
Also don't get things going to fast, if you decide you want to take your chances at asking her out don't fucking do it until you both know each other well and you can at least see in her that she would want it. How can I verify this advice? I fucked up once and it got me nowhere, but that was when I was a lot more idiotic I suppose.
Whatever you do, DON'T take things too fast. And don't be obsessive.
