• PC System Underperforming, why?

I've been having trouble with consistent framerates and stuttering issues in-game seemingly unrelated to framerate. (I'll have 120+fps and there'll still be stuttering about every other second.) Additionally I've been having the system start stuttering system-wide and freezing, leading to crashes. And sudden black-screen power-offs out of nowhere restarting my system. Today I downloaded PassMark's PerformanceTest and ran all tests to see how everything's doing. My GPU scored well under the normal amount, (2232, normal score ~5400) and especially during the dx9 (complicated) test I noticed in HWmonitor it would only run at 50% power. CPU is also scoring poorly. CPU at 5577 (should be over 9k or so) Mobo scored lower than my friend's laptop, I don't know how much that matters. (2989) I don't know how much of this is relevant, but I'm hoping one of you has an idea about why this would be happening based on the information given. Let me know if I can provide more information. System is about 3 years old. OS: Win7 64 Mobo: Gigabyte Z86AP-D3 GPU: GTX 670 CPU: i7-3770k PSU: Silver Power 750W SP-SS750M
What PSU do you have. (make and full model number)

Im actually surprised as this is a really unknown brand, but its a really good PSU made by seasonic. http://www.overclock3d.net/reviews/power_supply/silver_power_sp-ss750m_750w_review/6 Can you download HW monitor and leave it running while playing a game for 10 minutes? After that, post your max temps here. You might be overheating.

Now somehow it's running the performance tests at normal scores? I didn't physically change anything, just plugged the power out and back in, removed the GPU and put it back in, then booted up again. Now everything's flawless... And I've been struggling with figuring this out for the better part of 3 years. And it just up and fixes itself without ever letting me figure out what was actually wrong. I'm dumbfounded. On the test that was only going up to 50% GPU power, it's now gone up to 85% and it runs at 140fps as opposed to 24. Additionally, all 4 cores of my CPU are now showing up in HWmonitor. It was only showing 2 of them previously. I really can't begin to figure out what happened here.
Fresh windows might do wonders, mate.
Fresh windows might do wonders, mate.
Did that couple months ago, didn't do much. At any rate, issue's resolved itself by some magic, so whatever.

You wouldn't think your performance would be more than halved and 2 of your CPU cores would stop functioning just from a little dust. Frankly I'm beyond surprised.
