Would it be possible to get enough parts on this budget? ($300)

I've got this really old computer that I can't stand anymore, and recently I think it might have died. Not sure, nothing will display on the screen.
Regardless, I have upgraded a few parts on the computer over the years and I've got an idea. I have lots of parts I can use to combine with new parts that I will purchase off of Newegg. I am really tight on cash so I have a low budget for these parts.
Here are the parts I can (possibly) use:
- PowerColor Radeon HD 5770 512MB
- Corsair 450W PSU
- Antec Three Hundred Case
- Two HDDs and Sata cables that I can use for storage
- Monitor, keboard, and mouse.
Parts I will need if I can use all of those parts, maximum budget of $300:
- A CPU
- Motherboard
- And RAM.
- An optical drive is not necessary but if it's cheap throw it in too.
I will be using this rig for gaming, mostly. I also code, render videos, and use Photoshop a lot.
The only thing I can think that I might have to upgrade is the PSU also. If I have to, please note that I do. If you don't think I can afford those parts, please give me a list of those parts anyways so I can save up to purchase them later.
Now, I will be able to use the old parts with those parts too? Will the power supply have enough wattage?
Also what kind of games could I play on that? I'd like to be able to play Skyrim when it comes out. And Battlefield 3, but I don't want to be asking for too much.
