Well, yeah, that's kinda how puzzle games usually. You solve puzzles to solve puzzles. That's what puzzles are.

wrong. there have been a few notable puzzle games where you actually have a purpose to solve the puzzles in order to achieve an overarching goal
for example, portal and portal 2 both give you an actual reason to solve the puzzles (you gotta get the fuck outta aperture science)
another example would be the talos principle, while not as immediately obvious as portal, also gives you a reason to solve the puzzles, but at the same time, it includes a lot of hidden story features in the world to keep it entertaining
the witness has none of that. it had pretty visuals, and that's it. no substance anywhere else.

When you look at the Portal puzzles modders have made, you realize the puzzles in the main game are incredibly simple and made to test the average non-puzzle gamer. That's why they have a finely tuned gradual learning curve and need all the set dressing and story to wash it all down with. They aren't aiming for puzzle depth, which is what the Witness does, and very well.
This is just a demo project he's working on for his new programming language, Jai. He's making it to prove the language can do heavy lifting.

Portal 2 and Talos do things their own way. So does kings quest, myst, flat path, the solus project, amnesia, and every other puzzle game out there
TP wasn't just about the puzzles, it was all about philosophy more than puzzles to be honest. It explores mortality, consciousness and morals. I'd even go so far as to say that the story is the main focus of the game even though the puzzles are the game itself. The puzzles really feel important but I feel like the larger focus was the ''why'' of everything. Croteam are devs that create shooters where a shit talking badass murders everything, yet they also love secrets and amazingly, lore. The plot was just another little area that they could put secrets in and boy did they do a great job.
Portal 2 does things the Valve way. it tells a story through a game. How they've always done it. Half Life 1 was a story in a shooter. It was a really amazing shooter, but it was also the first big game to have such an in your face plot.
And then we have standard puzzle games. They're like, the porno of puzzle games. If they have plot it's summed up within 2 sentences, maybe even less. they're for people who are all in it for the brain stuff rather than the lore stuff.

No substance would imply that you were just moving between one puzzle to another and that's it. There's a lot of substance to it and it's not in any story, it's in how the entire island is built around those puzzles and how the puzzles are used in conjunction with the exploration.
