Topic's title sums up the whole deal. My microphone has been working great since I got Windows 7 32-bit, but now I'm on 64-bit and it's way too quiet. If I talk into it while looking at Window's sound options, the green bar doesn't even move. On Fraps, it seems like I'm not talking at all. On Steam and Skype however, people can hear me just fine and I've got no static at all. Also, in the configuration page for the microphone, there's no Volume Boost option which most results on Google told me to use.
What do, Facepunch?
Check so you use the right microphone input/output on Windows.
Edit: The right one is the one you have on Skype
