since i got my new computer i have noticed that when i press Ctrl+Shift it changes the language of my option, for example i get É instead of ? and i cant do the curly brackets and all which makes it really hard to code, is there a way to disable the Ctrl+Shift function?
What OS, and have you tried looking under accessibility options for this?
windows vista
What keyboard are you using that requires you to press Ctrl+Shift to get { and } ? Those should be covered by Shift+[ and Shift+] I don't see any windows settings related to that, but I may have my Vista installation setup differently than you. Maybe it is configuration specific to the program you are using to code?
Or maybe specific to your locale?
