I've done speed tests and noticed that, for some reason, my internet speed fluctuates far too greatly.
One test I have 1.02 mbs per second. The next I get 300kbps. The next I get 600 kbps. The next I get 550 kbps. Oddly though, Upload speed has remained almost exactly the same, in the mid-400s.
I'm not using a symmetric connection (not that I know of), so why is my speed so random?

Also, on Steam, it fluctuates also.
Right now I'm getting a total of 1.1MB/s for my downloads (two), but the other day I struggled to get above 300 kbps.

You actually share your Internet connection bandwidth with 20-50 other people depending on the ratio. It works out cheaper for ISPs to lease bandwidth in blocks because not everyone uses all of it all at once.
Your internet will go slower as more or less people use the Internet, and at peak times during the day like lunchtime, tea time, etc.
Oh well, might as well ignore any slow download speeds. At least I know it's a common issue, and at least I get fast speeds every now and then.
...Or change your ISP to one that isn't over subscribed!
I get this same problem too. Unfortunately qwest is the only ISP out in this frozen hellish wasteland
It's [B]UP TO[/B] 1 Mbs or what ever you are subscribed to.
Same problem here, but the perk of it is that on-line games are always available, I get unlimited bandwidth from 12AM to 8AM, and those are the hours my speeds reach max ( 1.2-1.8MB/s ) during the day I usually get about 400-500 KB/s.

If your phone line can't go faster than 1.5 Mbps then even if you've got your own private ISP, you're never going to get more than 1.5 Mbps.
I think that was Combine's point.
