There's generally little room for serious story in F2P Shooters.
Spec ops was not that good, imho all the hype is undeserved. Even the plot wasn't too clever, even though they tried to earn some shock value.
Spec Ops: The Line was interesting for me because it tried to be something different. Its failure seems to indicate to me that the industry as a whole is not yet ready to take games seriously as an artform.

It failed because how are you supposed to market it without giving away everything?
Spec ops the line was marketed as a generic as fuck third person military shooter. The marketing worked in favor of the bait and switch story, but it didn't help people like me who saw the trailers and immediately went "fuck that."
It didn't fail because "it tried to be different." It failed because the trailer made it look like they didn't try at all to be different.
Also seeing as the game simply wasn't very fun to play I don't have high hopes for this.

Yet people are complaining that it was "Overhyped." The game had good exposure.

People that complain that it's overhyped are referring to the crowd who, after playing the game started screaming to the heavens how the game was a damn masterpeice.
There was absolutely no hype for this game at release, and you can thank it's marketing for that.
This F2P is going to be a different IP. Hopefully. This way the messages that SO:TL was sending to us don't get muddled.
Yager is still a game dev, and who knows what their motives are. Still, just because they made Spec Ops doesn't mean the rest of their games aren't allowed to be shooty-pew-pew fun.

I've seen some retarded ass justifications for the game, people just dug so deep into the game that they made it look like some messiah of story-telling, when it was really just a boring yet "emotional" modern shooter.

Here's an interesting article about the developer's motives. Might be cool to read up on it before you throw shit around about gamers like me just "trying too hard," to take games seriously; that's exactly the wrong type of attitude.

they didnt try to make you feel bad they tried to make you take responsibility for your actions in it
they even go out to tell you that YOU are still a good person

Whoa! Slow down. The plot is basically 'Heart of Darkness', possible one of the best things ever written.
I bought this game in the Steam sale last week. At times it just had me thinking 'CoD is trying to be this profound these days, and fails miserably'. That woman and child scene was incredible.

I feel like the game used the medium to resonate at a different level than a traditional book or a movie could have. There's always a disconnect with movies or books; You're watching people do stuff. Games can be just a bit more personal because you're the one doing stuff and I think that changes the meaning enough to make the experience worthwile.
I feel like The Line only works if you, the player, are tuned into the same train of thought as the main character.[sp] In the white phosphorous scene, I didn't think twice at the chance to blow up the entire bad guy camp because I thought the only problem that could possibly arise was using a controversial weapon. When I got down to the ground and realized what actually happened, my jaw literally dropped - the game convinced me that it was actually my choice (which it was, in a way), so I felt guilty, like it intended, from that point on.[/sp]
I can sympathize with the people who, when getting to the [sp]white phosphorous, realized what was going on and refused to do it and were forced to by the game, didn't have the same emotional impact. If you catch onto it early then the whole game becomes a cheap attempt at making you feel bad for things you didn't do. That's a valid complaint.[/sp]
I was already disillusioned by the game by the time I got to the [sp]white phosphorus, so I saw it coming. Still gave me chills though.[/sp]
I still love some of the Dialogue in Half Life which has moments like that in the Line.
Especially near the rocket launch section.

using the medium of video games as an actual note for the player has always been a huge to-do for artsy video games

I'm serious this comparison makes no sense. New Vegas is the furthest thing possible from any artistic merit.
It's a game with awful aesthetics, broken gameplay, and bland writing.
For the record, the team didn't want to put multiplayer into The Line to begin with.

Probably the worst part about Spec Ops: The Line is that people would talk about it to the point where it was impossible to avoid. So the only unique thing about the game was spoiled before I ever got the game. When I did get the game, I honestly didn't care because I already knew it was coming.
BTW, didn't most of the SO:TL talent leave after the game released anyway?
