Icons literally do not exist anymore. Oh god please help

So I installed a program (Tunngle) and it prompted me to restart my computer.
When it turned back on I was greeted with this

What happened and how do I fix this.
Icons do show up in the start menu strangely enough

Could this be an issue with windows explorer?
Have you tried turning it off and on again after Tunngle told you to turn it off and on again?

Currently clearing my icon cache and thumbnail chache. Lets see if this works

Nope. Didn't work.
I did it all proper with explored not running and through cmd and all that

I did a [b]fucking system restore[/b] to 2 days ago and that didn't fix it

Also it's not like the icons are invisible, they straight up are not there

[b]I FIXED IT![/b]
So I used a program to remove shortcut arrows from icons on the desktop cuz fuck those things
Anyways, the program had an option to use a custom image for the shotcut arrow. It randomly someway somehow got changed to the custom option instead of the "get rid of em" option.
Changing it back to default and then back to the normal remove option fix everything
