Unless I'm mistaken, Fallout 3, New Vegas, and Skyrim didn't have any sort of SDK at launch either. They always launch the game, fix their inevitable launch bugs, then start cleaning up the creation kit for release. It's never stopped modders before though.
Neither did every single other bethesda game.

As long as it works better than the CK for Skyrim, they can delay it for over a year.
If Skyrim's CK was indeed the tool they used for making the game, I understand why the game had so many bugs in it.
Oh look, stuff we already knew about the modding tools. Come on PCGamesN find us something more interesting, like new stuff we haven't heard much about for the game

Nah, developers never release their full tools to the public.
Hell, Valve's Faceposer has entirely different dependencies that make using it on anything above WinXP easy, while we're stuck with it being a shit.

I don't know why this is getting dumbed, he's right. We've known this for a long while, no point on reporting on it anymore.
Literally one person in the entire world shocked and outraged by the news that nothing has changed in regards to bethesda and mod tools.
Todd Howard said this already at E3 a month ago, even saying the kit would be out around new years, just like with skyrim. Even with my awful memory, I distinctly recall that, which means there's a good chance he said it more than once. So not only is PCGamesN a month late on this "hot scoop", they don't even know as much as their readers do, apparently.
