The Euphoria Engine
Euphoria engine yeaaaah. Also, back in the day, the Source engine was really good.
But it's not really a game engine. It's a physics engine. Edit: Euphoria that is.

"Best" is a loose term with engines.
On a more serious note, Source. It's old now and isn't really on-par with newer engines, but consider how good it still looks and how old it is.
Whatever engine octodad runs on.

Wolfenstein 3D engine
the third-generation Real Virtuality game engine. used in the ArmA games.

Source Engine, you have to take into consideration what type of game its for to, RTS, FPS, RPG ? etc etc
Source, probably. Maybe Outerra, though, since it's huge...

Graphically: Both cryengines. Cryengine 1 in 2004 looked incredible Cryengine 2 in 2007 looked incredible. Cryengine 3 in 2010 will look incredible. Moddability: Source easily. Easy to use level editor, SDK included makes modding for source rather easy. It is pretty outdated graphically though.
The one Red Faction: Guerilla used. Nothing has matched (or even come close to) it's scale of destructibility so far.
How did I know coming into this thread that at least 5 posts would repeat Source.
Unreal Engine 3. Great graphics and very moddable. Plus, UDK is free.
Cube engine.

Cryengine 3 oh wait, that's physics isn't it? RAGE isn't bad.
Outerra Engine by far.
I would say source but it's about as optimized as a sack of hammers. Unreal Engine 3.
