So I'm not entirely sure what happened but I think there might be some corrupt files on my ssd cause I'm getting stuck in a repair loop with nothing working. I think the problem was that I shut down the computer directly from the power button last night? I have no idea honestly.
I tried startup repair, I tried doing a "refresh" but it won't accept the cd, I tried doing a safe mode boot and a debug boot, I tried changing the sata cords on my drive, I tried doing a system restore to 3 different points and they all give me the same error "System Restore did not complete successfully, System restore failed while scanning the file system on the drive E:\" (I find this strange since there is no drive E: on my computer).
Can anyone help me out? I've run out of options. I've only installed 8.1 on this 120gb 840 evo 2 months ago.
Did you hold down the power button or just press it once to initiate the normal shutdown sequence? The latter is fine, but you shouldn't ever do the former unless the PC is in a state where it can't be properly shut down, and yeah that can cause problems. If you can check the disk for errors from repair screen do that, but it sounds like a reinstall of Windows may be necessary. If you need to backup files get a linux live cd/usb and transfer the files onto something
I probably held it down, it was in the morning when i woke up and didnt realize what I was doing. I tried runinng "chkdsk" from command prompt but it didn't give any errors I think. Is there another thing i could run that's more extensive that might help?
Sfc /scannow will help with corrupted Windows files. And unless you're in the middle of installed or configuring a windows update, there is an extremely small chance any harm will come from holding the power button.

And does safe mode work at all? I can't quite tell from OP
I tried running sfc/scannow but it says it wont work during repair mode cause the system needs to be rebooted first. And no safe mode just brings me right back to the beginning. I tried booting off a repair disk and it wont load past the windows 8 logo. I tried putting the repair cd in to do a refresh and it won't recognize the cd. I tried booting off a second hard drive with windows 7 on it and it loads fine. Could I do anything with the ssd now that I'm in windows on my other hdd? Just to clarify now that I'm booting from my other hdd the ssd shows up normal as everything seems fine with the programs and files on it, but i still can't boot it.
E: I tried running an error check on it and it found something wrong with it but it still boots in repair mode.
