Is this normal? Should I be worried about it? It happens in other games too but normally either just when starting up or in the main menu.
Also if I remember correctly in the game I was having this problem on the main menu I think turning vsync on fixed it.
That sound is coil whine from your GPU, it's harmless but annoying as hell. It's caused by insane framerates like that. If you have vsync off, sometimes you can get psychotically high framerates. Try enabling it and testing again.
I should note that the 970 is notorious for having bad coil whine.
That buzzing sound is coil whine, and in this case it's caused by these insanely high framerates you're getting in Saints Row 2. Enabling v-sync fixes it because you're limiting them to your monitor's refresh rate, which is probably 60.

If the coil whine is only when he's hitting 2000fps+ on a 970, he should consider himself lucky.

Only way I can think of would be to force Vsync in Nvidia Control Panel. Use adaptive, as that shuts vsync off the instant that your framerate drops below the monitor refresh rate to prevent stuttering. If forcing vsync doesn't fix it, then try windowed mode. I think there's a launch option in steam to remove the border, -noborder or something like that.
My roommate had this exact issue. What we ended up up doing is using rivatuner, an application bundled with MSI Afterburner, to limit the framerates for all of his games so they don't go over a certain value. You can set this for individual applications or you can do it as a global command.
I remember it was kind of difficult to figure out, but it ended up working fantastically. V-Sync can cause input delay in certain games depending on your monitor and the game and stuff. Simply capping your framerate gets rid of that issue.
