If your dog is so poorly trained it attacks random people then you're honestly a piss poor owner and should have your dog taken away because clearly you're not able to handle the responsibility of owning a pet.

I don't know anything about Austrian law, but why are these people allowed to have loose dogs that attack people in the first place? In the US, you can get in [I]huge[/I] trouble if your dog attacks a passerby or mailman.
Why doesn't the post office give warnings to these owners and blacklist them from mail service after a certain amount of dog attacks? Are they not allowed to do that over there? I've been refused mail service here for not shoveling snow; can't imagine what would happen if my dog came after them.

There is a chance of dogs just being too playful, or perhaps at the stage in the dogs life where he is the size of an adult but the mind of a puppy. My dog can scratch my arm or bite my arm, he never means it, but im afraid one day he might do it to another person.
Although maybe my dog is just retarded and these dogs are just aggressive poorly trained guard dogs.

Aren't dogs put down for biting in some/many/all states?
dogs can cause massive, permanent, possibly hand ruining damage, if aggressive enough.
Over here atleast, if a dog bites you even once you can demand it getting put down.

How well that's actually enforced does vary however. My neighbors about 15 years ago had a stupidly aggressive dog that would constantly attack joggers running past their house, people walking their pets past, etc. It even once attacked me and tried to clamp down on my neck simply for knocking on their door one time and came less than a millimeter from my jugular. Despite all of this though animal control in my area refused to do anything. My area has a three strikes rule, though severely injuring or killing someone or another animal could bypass that, and this dog had attacked well over a dozen pets and people in the few years we lived there. Most of which were reported to animal control.

When we get post guys at the door my dog comes up and does the usual dog thing of trying to get the postman/women to make a fuss of her by looking cute or rubbing her ears on their legs. 90% of the time these guys are scared shitless of a cute little lab saying hello, I guess some people they deliver to are just shit dog owners.

Honestly, I feel if postmen can't safely deliver mail because the property owner can't manage their pets, they need to come to the post office to pick up their own damn mail.
If they've delivered mail to an address without incident before and they just spooked the dog or whatever, that's one thing - but if there is a consistently aggressive animal always there just roaming around, I don't see why they're expected to still try to deliver the mail at the risk of their own safety.
