I heard the 5830 is nowhere near the performance of the 460 and that you should probably get a 460 or save a bit more, the 6970 is on it's way in a few weeks.

the 5830 drops like a stone in a lot of these benchmarks, and is generally more expensive.
At OPs price range, GTX 460 is the better choice.
Or, of course, saving for a 6970.

The 6970 isn't out for a few weeks, it isn't available to buy anywhere yet.
It's slated to pretty much top all charts that can be topped, or at least deliver 1-2fps less than GTX 580 performance at $100 less or so

The HD 6870 is priced at $240 and the GTX 580 is priced at $500, you can expect the 6970 to land somewhere between that but I don't know any specifics.
300-400 dollars probably depending on how it performs, no benchmarks are out yet so.

And if your going in the 200 dollar range, the 6850 is your best bet. And your processor isn't that bad, but it definitely isn't great.
Actually I wouldn't go for a 6850, the 6870 is just a tad more and performs quite a bit better.
