PC won't boot with OC settings if External HDD is pluged in.

For more than a year I thought it was my motherboard that wouldn't let me overclock AT ALL. Even a tiny 1MHz OC won't boot. I figured out weeks ago that my External HDD is the problem. Everything works fine when it's not plugged in. Of course if I reboot, PC won't POST and revert to stock settings.
My External HDD is sort of a permanent device. I rarely take it out. It's not too much of a problem sine I leave my computer on 24/7 most of the time, but I would still like to know whether anyone else has this nuisance occurring and if there's a fix for it.
You may have to update the BIOS
