First off my computer was running fine before I turned it off, no errors or anything.
When I went to turn my computer on the next day and the one of the fans whirred up, The front light on my computer turned on, but the other fan didn't whir up, the first fan didn't stop, and there was no beep.
I've opened it up, nothing was burnt or anything, no physical destruction, I even removed the RAM and replaced it to no effect.

Memory: 2046MB RAM
Hard Drive: 309 GB
Video Card: NVIDIA GeForce 8600 GT
Do you have another PSU you can try it with?
The fan is probably worn out, how old is your comp?
I would try a different psu, I had one die on me a week ago and that what mine did.
Try reseating the CMOS battery.
