That's actually a really interesting net neutrality problem, I hadn't even considered that. I mean hell, would an ISP be legally unable to use an antivirus to keep malware from downloading because of net neutrality concerns?

It certainly is interesting how this issue seems to be percieved by the EU agency. But, I mean its' understandable issue in regards to net neutrality.

If it's opt in/out it should be fine I feel. But not according to the laws.
