Tragic but he had it coming. Almost hit several people then revved his engine at officers which would signal his intent to do more.
Do people think it's like grand theft auto or something where if you go around doing insanely dangerous shit and then don't surrender to the police you'll get off with a $100 fine and a slap on the wrist? I mean jesus christ revving your engines at the police after almost running people over?

I'm sorry, but had you not read the story? The truck was reported stolen, he was driving in a threatening manner that endangered himself, law enforcement, pedestrians, and other drivers. For some reason Facepunch seems to think that police officers have knowledge after the fact like we do when we sit here and read the news articles. You have to understand that they were responding to a clear and present danger.
With the way things have been lately I honestly don't blame them. The sheer amount of violent massacres, shootings, and other similar crime does make me sympathize with the officers. They didn't know if this guy was armed, rigged with explosives, or whether or not he intended to run down as many people as possible.
After what the kid did, the truck could be considered a weapon that he came close to killing people with. Even if it was stopped, the truck was still on and he revved the engine like a dumbass. That's pretty clear intent to continue doing what he was doing before.
The lesson here is that if the police are telling you to do something, you'll in all likelihood be much better off not ignoring them. Especially if the act that prompts them to give you orders is reckless and stupid.

Because cars can still drive even with the tires shot out. Even if it isn't driving perfectly the threat isn't stopped until you either disable the vehicle entirely or disable the driver. In this case they made the decision to neutralize the threat which happened to be the operator of the motor vehicle.
