Honestly, if you haven't already bought it, I'd wait until at least the GECK is out. By that point some more DLC'll be done and maybe people will find a way to remove the shit that we can't fix yet like the hardcoded grass by changing the terrain or something.
I assume most people who haven't bought the game at full price wouldn't be convinced by a ten dollar price drop.
Wish the season pass was back to $30 even temporarily :(

It's not so much the fact that it's on sale (I mean fuck I know a place I can get it for like half off along with the original price of the season pass), more just the fact that right now I can't really recommend it due to how terrible it runs and how it'll end up being better later because Bethesda DLCs of recent seem to really be fond of adding neat little features that people tend to enjoy. For example, Automatron just gave us the ability to fucking build robots, which is hella cool. Hearthfire gave you the ability to "build" your own house and adopt children. One of the other two Skyrim DLCs gave Werewolves their own perk tree. It's just little things like that that make the game more in-depth that give me hope for this game later in its lifespan.
