Can Watson take into account the unpredictability of corrupt governments?

So it'll be able to interpret and answer questions from humans, have natural language processing, be able to learn(?) and reason, and be set to the goal of improving human life in Africa? If there's ever a morally and circumstantially perfect time, place and set of circumstances for the first truly sentient AI to be born, I think this is it. Besides, if there'd be a certain type of computer that'd be best to have gain sentience, I think a humanitarian computer that can understand humans decently and is built specifically to help us would be a great candidate. Certainly beats an AI made for war like SKYNET becoming sentient instead, and deciding to wipe us out. Of course, since sci-fi is typically far more exciting than reality, Watson will probably not become sentient. One can dream though, right?
I find it amazing that artificial intelligence can understand language and we are using it to solve complex real life problems like this. Shit like this seems so far ahead of our time.
