CD drive doesn't work, have a vista disk. Can I reformat from a USB drive, and if I can, how? theres guides on google for reformatting a USB drive, but not reformatting Vista with a USB flash drive.
You do realise that erasing the hard drive is the first step in reinstalling a computers OS, after that you must reinstall the same os, so don't just erase the hard drive using some tool.

I've heard that sometimes it works sometimes it doesn't, so don't get your hopes up.

Right. Just making sure you know the terminology, as some people believe that simply erasing their drive means that the os will auto install itself on next boot, lol.

Yep, if you don't have the OS install cd, than your screwed.
FYI Whenever it comes to reinstalling the OS in any way, you must have the original install CD at least one point in the process.
