Computer won't start up, black screen or restarts.

I have no where else to go for this problem so here it goes:
Basically I was on skype one day and my screen was flickering and acting up. It simply became a black screen afterwards.
I tried booting my PC up again and after logging in, it goes to a blank, black screen.
[B]Few days later I've fiddled around with things and I came to the conclusion (or at least what I think it isn't) that it's not my power supply or a virus doing this work.[/B] I believe it's my graphics card. This is because I tried system restoring, and I've also tried disconnecting one of my hard drives to save on power. I've recently uninstalled my graphics card and tried launching my computer off of safe mode. It worked, but the problem was it tried to reinstall the newest version and would ask me to restart my computer for the changes to take effect. All though I was free to roam around on my desktop and browse facepunch and such, I couldn't watch any videos or play any sort of games.
[B]So what I believe is that the newest version of my graphics card (AMD Catalyst) (Graphics card is AMD Radeon 6800 series) is what's causing this issue. [/B]Though I have no idea how to remove the newer version and replace it with an older one due to windows always attempting to reinstall the newest one. Am I almost done? Have I got the right understanding of what's the problem, or is there something I missed? And most important question, how can I fix this? (Preferably without buying a new graphics card because I'm trying to save money for a totally new computer. This computers pretty old and outdated and it constantly needs repairs here and there, I've repaired or got it repaired at least like 5 times this year.) Thanks.

fuck it, I plan on just working and getting enough money for a new computer completely. But if anyone can help that'd be great.
could it be your ram?
