He said that finding a consensus on a new flag would be difficult and if ministers backed a change, the Government would decide on a design and ask the public to vote for or against it.
"We have to make it simple," he said yesterday.
The flag could be changed by legislation, but Mr Key said it was a constitutional issue and required consultation.
He publicly backed replacing the flag with a silver fern in 2010.
At the time, the Herald ran a campaign to change the flag and found more than half of the members of the Order of New Zealand supported a change.
Today's editorial is also supportive of a move to change the flag.
Asked whether a flag debate could overshadow the Government's messages about more important issues such as the economy, Mr Key said: "That's always a risk and that's one of the things we would have to consider."
The proposal was backed by most political parties yesterday.
Labour Party deputy leader David Parker said it was not an important issue, but he supported a change to a red, white and blue design by an unnamed Dunedin designer which incorporated Maori and colonial influences.
United Future leader Peter Dunne said the present flag "smacks of British imperialism" and recommended the Union Jack be removed.
Mana Party leader Hone Harawira, who negotiated with the Government to get a Maori flag flown from the Auckland Harbour Bridge on Waitangi Day, said it was "time for for us to grow up and move on".
He flew the Tino Rangitiratanga flag on his car but said any flag would be an improvement on the Union Jack and Southern Cross.

Not a bad design. There aren't many black and grey flags. But it's not exactly what I'd think of when I think of the image of a flag.
It doesn't remind me of New Zealand at all. I associate New Zealand with nature shapes and pastel colors.
This is a stupid idea, the silver fern is practically an emblem of sports teams (not helping that the national netball team is literally called the silver ferns). If they want to change a flag, it should be a better one than that.
And Peter Dunne saying the Union Jack "smacks of British imperialism" is kind of stupid considering if it weren't for that British imperialism, New Zealand wouldn't be anything like it is today. The only problem of the current New Zealand flag is that it resembles not only Australia's but the sea of flags with a Union Jack and a blue background ([url=http://www.enchantedlearning.com/geography/flags/uklike.shtml]of which there are many[/url])

The silver fern is a native plant that they're quite proud of, when you see it literally any time people feel the need to get patriotic.

It's got the colors of the Maori flag as well as Australian/union crux Australis stars and a silver fern. It's a flag filled with cultural heritage. The other one posted by Shoar looks better, but I think this is a better representation of what New Zealand's about.

I feel it's too cluttered where as the Fern + Southern Cross fit perfectly without feeling too busy, remember a flag is suppose to be simple not complex and confusing

I don't think it's complex and confusing. I find for instance the US flag to be more complex and confusing. That sucker has fifty stars. :v:

The American flag to me doesn't feel complex and confusing, of course it has too many stars (I know they represent states and territories but god damn), in fact they should revert to the 50's flag

I agree, and I really like how the organic shapes and oceanic colors of the Maori flag represent New Zealand as a country, and not only culturally.

I really don't think that should represent New Zealand, that flag is completely associated with Maoris, while a good thing but we're also a lot more than Maoris too.

Silver Fern feels really, really tacky after you see it on the side of anything related to the All Blacks. Rugby is great but using the logo of our biggest sports team to represent the entire country just feels nasty

Yes, but through heavy branding (etc) within NZ the silver fern pretty much represents the All Blacks (and to a lesser extent the Silver Ferns netball team). I'd argue that the silver fern is far too closely associated with sports to be a reasonable national flag
