To be fair, did the first Dark Souls have mod support by 'default' or was it DSFix that ran external files into the game as mods to begin with?

Dark Souls didn't have mod support.
As far as my technical competence goes, DSfix used a DX9 wrapper dll in order to externally modify how the game is rendered.
Some more info I found online:

The idea that enables this interception is that Direct3D (like most Windows APIs) is dynamically linked. Furthermore, Windows first searches for dynamic link
libraries (DLLs) in the application's local directory. Therefore, to intercept calls to the D3D9 dynamic link library, d3d9.dll, all that is required is to make a custom version of d3d9.dll and put it in the application's local directory, which is exactly what this framework does. All intercepted calls are passed to a separate DLL, d3d9Callback.dll. This DLL decides what actions to take as a result of the command stream. It is also allowed to modify or discard the command stream before the interceptor sends it to the "real" version of d3d9.dll that was the intended target of these calls, which dispatches the commands to the graphics card.

It's something that was not intended to be used for modding by from soft, or practically any other game studio out there.
The Texture replacement mods are only existing because DSfix allows a person to override certain textures (thanks to the DX9 wrapper).

Not sure why this is even in the article.

because game journalists are idiots and can't even follow their own topic
This article conflicts what it says a whole sentence later like 3 different times
Lamentably, there’s one thing Prepare to Die Edition had that Dark Souls II does not: mod support.
Quality journalism right there. Is a little research that hard to do?

I know right. Dark Souls 1 didn't have mod support - Mod support would be an officially sanctioned way of importing custom stuff, such as Steam Workshop or something.
Keyboard controls on the port are just as bad if not more confusing than before so that's a bit of a shame, considering their previous statements about how you wouldn't need a controller to play it anymore. All the HUD prompts are still listed with 360 button prompts as well which makes it twice as hard to figure out what buttons you're meant to be pushing.
I beg to differ. I'm playing with kb&m and it's going great. You just have to rebind default keys to something more sensible. After that it's a breeze. Shame about prompts but it's hardly a problem.
One good thing that can be said about the PC release is that Durante is already working on improvements.
Wow no mod support? Piece of shit, clearly a port, 0/10 can't have my guy using a dildo as a weapon.
Apparently the camera controls are a bit iffy. Someone who uses keyboard + mouse clarify?

I figured as much. So not only is the complaint of the 'lack' of mod support entirely moot, if this game's similar enough to Dark Souls 1 then we could see texture mods again. But since the mods were possible with DSFix to begin with and this game doesn't outright need it because it's nowhere near as bad overall, well.. Folks might have to wait for someone to just do it on its own thing maybe.
