Brand new computer, runs all games maxed out at high FPS, but TF2 has a constant stutter. It seems to be happening persistently, like every x seconds the game will freeze up for a second then return to normal. I'm pretty sure it's not a video issue as it happens [I]everywhere[/I] on TF2: the main menu, in-game, etc. As well, I average easily over 100 FPS on the most crowded of maps (when it's not stuttering, of course)
Intel i5-2500k Sandy Bridge 3.3GHz
3gb RAM
AMD Radeon HD 6850
Windows 7 32-bit
All video drivers are updated, all temperatures are normal, and I've tried most things from Google searches, like disabling multi-core rendering, console commands, enabling vsync, and etc but nothing seems to alleviate the problem.
Suggestions?

The video looks like shit because I had to kill the resoloution so it wouldn't take an hour or two to upload.
It stutters with normal (maxed out, 1600x900 16x AA) settings and shit ones.

Do your fps never go below 60? If so then you are probably experiencing this issue due your gpu rendering 300 fps (the default fps_max value) and then dropping down huge numbers (like going down to 70 fps), so it appears to stutter.
This problem is independant of V-Sync, since it's a issue with just having too good hardware (but not good enough to render a constant 300fps at all times with no drops whatsoever).
Try putting this into an autoexec.cfg or in the console (when [I]not[/I] in a server):
fps_max 60
You can also try fps_max 59.9

Still stuttering. It doesn't really seem like a rendering issue, considering it even happens at the [I]main menu[/I].
Not sure what to suggest, but try disabling your audio (Not just muting) and then test the game.
Disabled audio drivers, still stuttering. Just with no sound.
delete the TF2 folder from steamapps\yourname\
run the game again.
