You can really tell the people who haven't traveled much, especially to poorer countries. I'v been to countries considered more dangerous. Cambodia, for example, still has huge Landmine and problems with poverty. Best place i've ever been and some of the nicest people i've ever met. Don't let a few bad apples spoil an entire country.

And the most amazing places are often places untouched by tourism. For instance, Bhutan has one of the most amazing cultures on this planet, and Madagascar has some of the most spectacular nature. That's a goofy theory. Any culture is going to have the same crimes. Niche crimes, like tax evasion, only occur when you have a tax in place. That has nothing to do with values. For instance, say there's a culture where people trade livestock, bartering instead of using 'money'. Someone will steal livestock in order to have something to barter with, in essence that culture's money. That is the exact same crime, for all practical purposes, as something using identity theft in the Western world to buy stuff on someone else's credit card.

I don't know enough about Papua to make a comment about its problems. It's not every day you hear about stuff like this happening there, and I don't know how common it is. I hope the government tightens their effort to project law enforcement presence and stop this from happening again. All I know is that if I were that woman's husband, I'd likely be dead. My own mother has probably seen half the world by now, and that's not even exaggerating, and a third of her destinations have been these "extreme" tourism hotspots. A couple years ago, for example, she went off to New Zealand, where she ended up sailing up and down the rivers together with my stepdad. In one port, the locals made it clear as crystal that they're not exactly safe. Hell, the year before a German couple had come and the husband was brutally murdered, while the wife somehow went through rape, beatings and eventually escaped... I admit, I disturbs me to contemplate what MIGHT'VE been, but fortunately it isn't. Fortunately they all returned safely. But shit, thinking about it, my mom's sat around a fire with cannibal tribes and scoured deep jungles and what ever, and knows every nook and cranny of every major European city. I envy her, truly. I hope fortune sets me on the trail of discovery just like it did her...

Maybe armed guards would be appropriate in some countries.
