It doesn't. All the money goes to South Korean Charities which are willing to accept the money and will actually use it for charitable purposes. North Korea doesn't get anything.

Did you even read the article? This doesn't even have anything to do with NK. It all went to South Korean organizations for building a childrens hospital etc.
