Don't make the mistake that KJU doesn't have power- he does. He approves ever member of the Worker's Party (WPK), and appoints every member of the Supreme People's Assembly (SPA), who must be members of the WPK or one of the WPK's puppet parties. The SPA is actually mostly powerless. It's headed by two major groups: the head ministers, and the Presidium. The Presidium is a mixture of the head ministers, the military, and the Executive/Government, which is the branch that acts in actual enforcement of policy directly under KJU. The Presidium is also personally appointed by KJU and he is head of the Presidium. The president of the Presidium, however, is Kim Yong Nam, a relative of KJU, and is also president of the Presidium, the head of the head ministers, the president of the SPA, and the head of the Politburo of the WPK (The Politburo is like the Senate of the WPK- it has the major power of the two houses). This can all be broken up between: The WPK (and by extension the SPA) and the Executive (KJU), and they are mostly unified through the Presidium. However, the other power center is the military, or the National Defense Commission. The NDC is actually a branch of the SPA, and all the heads of the NDC are also ministers in the SPA and members of the WPK, but that doesn't much matter because the NDC is totally independent of the SPA. The NDC and the KPA (army) are more or less the same organ, and their leaderships are the same. When KJI took power, he changed the balance from the WPK/SPA tot he military with a "military first" policy, giving the military supreme power rivaled only by the Executive (KJU). This gave military hardliners total power over policy. Near the end of the his life, though, KJI was concerned with this and began the process of transitioning power towards the SPA, when it seemed necessary to begin reforms that the military wasn't happy with. You see, the Kims traditionally kept power with military might when they couldn't bribe or support their people, but it seemed kind of obvious that KJI wanted to begin to shift that. Then, KJU takes over, and he's trained by the military. It seems like he may want to bring in reforms, though, but the problem is that the military still has a stranglehold over the Party and is challenging the power of the Executive. So, KJU purges the military and swaps it out. It seems that he will try to return power to the party to make reforms, but for the moment he still needs to "prove" himself and consolidate his power. He's essentially also trying to 'take over' the military by becoming the new de facto head (well, de jure also but y'know), in order to lead it into a different direction and return power to the Party to seek reforms. [B]tl;dr KJU knows what he's doing, and he's doing it to return power to him and the Party, while at the same time getting rid of the challenge of the powerful military by taking it over. The military isn't running KJU, KJU is running the military, or trying to.[/B]

The simple fact that they released pictures which clearly show war plans means they will not attack the cities listed.
