Well, let's ask this another way:
What resolution do you game at? 1024x768, 1680x1050, or what?
Do you have an older CRT monitor, or a newer LCD? What's the model number?
I game at 1024x768 and i have a CRT monitor
I game at 1024x768 and i have a CRT monitor
If I were you, I'd keep saving up till have have about 1000$. Then get a new monitor (maybe a 21/22 at 1650x1080). And a nice 850$ PC.
I personally really don't see much value in build a 380$ PC, since you would have to use pretty crappy parts, and it wouldn't be too upgradeable.

he really only needs 600 for a gaming PC.
i built mine for 800, and i got a really nice screen. but i reused my keyboard and mouse, and installed win7 RC

Honestly, anything is better then my PC right now, i can barely run Half-Life
This is why im not looking for the most costly, i just want a good playable PC
Do you need an OS?
I can get one
Honestly 380 bucks is not a whole lot to work with. Wait till you have, at the very minimum, 500 USD. Otherwise it's just not worthwhile to upgrade.
Assuming you keep the monitor, keyboard, mouse, and cd/dvd drive you already have:
$120 for an inexpensive AMD CPU/motherboard dual core combo
$70 for a 512mb 4670 ATI vidcard
$40 for a powersupply
$40 for a harddrive
$46 for 2x2gb DDR2800 memory(assuming this fits with your motherboard/CPU combo, otherwise could be more)
That's $316 right there. Add shipping and tax(Newegg prices). I'd buy a cheap ass case at a regular store to save shipping on the case, unless you can get a better deal online(sometimes you can). This also assumes you can provide your own OS. You won't need a soundcard.
This would give you a great gaming experience at 1024x768 for those games.

You may want a better brand of PSU.
Ditch the CPU cooler and spend on a better PSU. Broadway Com Corp PSUs are known to explode and take out the entire system with them.
what watz do u think i need?

Go with this one, it's cheap, and made by a reputable company.

No, stock fans are all that's nessecary unless you plan on overclocking.
Try this PSU

Yes, but it's open box. Usually people don't return things for no reason.
